Yes, there are 21" S-IPS panels - look for them (mostly NECs) at Prad.de - and you´ll find they are 20 ms. from white to black. A bit slow for nowadays standards, IMHO. If you look for quicker ones, turn the switch to the 16 ms. S-PVAs, which I would say is a compromise between the nice colours...
