I was going to say the cheapest supplier but as I'm struggling to find almost any even a few names would do right now...
They don't "seem" to do the half depth cool 24 bay JBODs that Norco do.
I have no affiliation to the company so I can't be 100%. Just like the look of their products.
They do do JBODs but they just take their rack storage enclosures and add a Chenbro SAS Expander and a redundant power...

The LSi 9202-16e is the card that requires PCIe x16 and has 2 chips on the same board

Im wanting to create a DAS (Direct Attached Storage) device.
Most likely out of a 24 bay Norco or X-Case box, but also a possibility of a homemade job.
I have 2 x LSI 9201 16e HBAs with 4 x SFF8088 connectors and 2 x Dell 6GB/s LSI 9211 based HBAs with 2 x SFF8088...
I think it's made specifically for X-Case
I've certainly never seen a clone of it
The 424 Standard was itself I believe a clone of the Norco 4224 but they've sincer diverged slightly
