In the "Power Options" control panel, I've tried both "Always On" and "Home/Office Desk" profiles and it doesn't seem to make a difference. However, just to test, I loaded up Super PI Mod and as soon as I put load on the processor, the multipler goes up to normal.
I can't explain it. The BIOS reports it as a 1.83ghz processor, as well as System Properties in Windows. I just checked the BIOS settings and SpeedStep is off.
