I think you have to meet the requirements set in the rules for that sub-forum.
I guess they are a little stricter about who can post there.
This finally showed up on Newegg, I'm not seeing it anywhere else yet:
It's priced at $155, which seems reasonable, given that it's the only card in this class.
So what happened to this:
The little ~50W GPU that could supposedly match the GTX 950 at 86W total system power:
Instead we get a GPU that match the 950.... at about the same power. I thought the whole purpose was to be as energy efficient as possible and comfortably fit into the <75W...
I'm getting the m3 too.
I'm coming from a Surface Pro 2, the original one not the slightly upgraded version. Based on some very quick indirect comparisons (i5 4200 vs i5 5200, i5 5200 vs Broadwell m3, Broadwell m3 vs what Intel says about Skylake m3...) I'm guessing I'll get more or less...

As far as I know it's a firmware limitation. Afterburner won't let me set it below 40% (with the hardware control, and low-level access boxes ticked), but maybe there's some other way to get around that.
The cooler seems very good so far. The temps never get too high (around 60C) and the fan rarely needs to speed up. I'm running it outside of the case though, it's still in a fairly closed off space, but things might change when it's put inside of a real case.
The only problem I have is the...
