I'm coming from a Surface Pro 2, the original one not the slightly upgraded version. Based on some very quick indirect comparisons (i5 4200 vs i5 5200, i5 5200 vs Broadwell m3, Broadwell m3 vs what Intel says about Skylake m3...) I'm guessing I'll get more or less...
Yeah I think I was seeing the student discount. But on the plus side, getting a student discount applied is really easy, just select a school on the education site.
I called them up and got them to change my existing order, so that works too.
It looks like there is a sale on the Microsoft Store right now on SP4 and the Book (Columbus Day maybe?); it's about $100 off (and up, based on specs) on the SP4, not too bad.
If I'm reading their pre-order policy right it sounds like anyone ordering before the sale will get charged the sale price.
Amazon has the i5 6500, I picked one up a few weeks ago. I saw a few other non-K CPUs there, but I'm not so sure about i3's or any of the low power i5's.

As far as I know it's a firmware limitation. Afterburner won't let me set it below 40% (with the hardware control, and low-level access boxes ticked), but maybe there's some other way to get around that.
The cooler seems very good so far. The temps never get too high (around 60C) and the fan rarely needs to speed up. I'm running it outside of the case though, it's still in a fairly closed off space, but things might change when it's put inside of a real case.
