try running a speed test directly connected to your modem, bypassing your router. This will help you narrow down the problem if it is something on your network.
I hope you have a sick internet connection...most residential connections limit uploads big time. Pretty much making it a pain in the ass to host files/website, sharing large files over VPN, etc...
Or you could keep your cisco router and use Untangle in bridged mode, it won't act as the router but will filter content as you see fit.

I believe this is more important as a failover feature, as in if the primary connection drops, the secondary wan kicks in so the clients do not even notice a thing.
