It's not cheaper at Gamestop, Best Buy or Amazon as far as I see, which are the only US retailers on the pre-purchase list. I suppose retailers in other countries might be charging less, though, so that could be a valid point elsewhere.

Honestly, if you're not getting the CE, the only reason I can see to pre-purchase anywhere other than direct from NCSoft is if you really, really want a physical box.

It seems to me like it's a screw up on Gamestop's end since ArenaNet/NCSoft clearly communicated the difference between pre-purchase and pre-order at some point.

The test that just happened was not a Beta Weekend Event. That name specifically refers to the events that you can get access to by pre-purchasing and that they expect to have once per month starting in April. There will still be their ongoing beta and more events related to the 48 hour signup...
