Test both with game benchmarks? You appear to have both the parts, it doesn't take that much effort to check. Most likely the 2x7600gt's will be faster, but who knows.
Yea, its not your graphics card nor your CPU, the games just fail.
Like the above post said, cap your fps in FC2 that way. You can do that for other games and the problem is fixed as well. As long as your frame rate doesn't drop below the cap, you won't get stutters.

Heh, on my Q9450 i can overclock it to 4.0ghz in the morning when ambient temps are low, but by midday, the system starts getting temps into the upper 70's (><)
XPS's allow overclocking, becauase they're dells "extreme" systems or whatever. I had a Dimension 9100 Dell, it didn't allow overclocking, but im pretty sure the XPS systems do.
As to whether or not you can actually overclock it to 3ghz, that depends on the motherboard (i think that all Dell...
Hmm, i've never tweaked the NB GTL, can you explain to me what it does? Or did you just randomly tweak it?
Also, definitely try IBT, it's a faster/harder test for your CPU (thus better in my eyes)
Just out of curiousity, what are your bios settings? (GTL/PLL/VTT)
I've got a Q9450 and a P5Q-E, so my setup is relatively similar, i can get around 3.8ghz stable
Post your settings, people can't really help if you they don't know what you have set already.
