Did you know your caps can make an audible noise if your fps is too high. The frequency running through the tiny metal pieces causes a high pitches noise. Usually noticeable in menus that have no FPS cap and fps goes over 500.

Sounds like you are having a reoccurring problem. I would suspect the PSU is killing your hardware. All you can do is hope PNY will be helpful. Sucks man :( probably out a few hundred bucks. On the bright side legit 470s can be had quite cheap now.
