After doing all the above steps I mentioned with Afterburner /xcl and +50% power TDP... I also enabled the Afterburner option "force constant voltage" and increased the core voltage to 1250... this has so far stopped my throttling... *knock on wood*

I figured out how to fix this issue. You have to manually edit the TDP power slider setting to allow up to +50%. Here is the answer:

Can we get some details on this issue? My clocks are all over the place... when OC'ing my card to anything over 925mhz it randomly clocks itself down to 500-850mhz.. temps are great and memory clocks remain to whatever I set
need some updates on this... still having issues... my clocks throttle constantly.. i want them set permanently like other video cards of the past... not sure if i want to flash bios due to some issues i've been reading
