I am using two web browsers (IE11 & Chrome) and when any AERO theme is enabled those browsers starting to lag after awhile (tabs opening/closes in 2 frames, scrolling lag and any website layout becomes laggy), I can fix it by minimizing and maximizing them but it gets annoying really quickly...
Thats what I am saying, its buggy and/or not syncing correctly, but why...
Its a bench in FRAPS, and no, I can run this as long as I want I guess, I just limited it to 60 seconds myself.
And what is a "soft limiter"?

I am not really concerned about counters, I am concerned about smooth gameplay and can really tell the difference between 50 and 60 fps.
Yeah, I know how VSYNC works... Problem here is that VSYNC doesnt give 2 shits about my refresh rate and just limits fps to random numbers lower than 60...
So the problem is that VSYNC option in all my games is working totally different in Windows 7 and 8.1.
In Windows 7 it working like it should be - limiting frame rate to the screen refresh rate (60Hz in my case).
But in Windows 8.1 its limiting GPU usage and randomly cuts frames to 40 or...
