I reinstalled 97.44 and was able to pinpoint some of my problems. The artifacts still remain, but the FPS is fine. The fog problems I had before have not cropped up again though. Still going back to 97.02 until they fix the artifacts.
The sata issues only seem to affect people running their memory over DDR800. How many people in this thread who say theirs is rock solid are using DDR800+ (400mhz x 4 = 1600+FSB)?

If i'm not mistaken, most all of those HT/MCP/SPP voltages should be ~1.5v, from 1.3v to 1.55v i think is the normally chosen range.
FSB should be 1.2v to 1.4v.
CPU should default around 1.3v, and anything between 1.1v to 1.5v or so air is perfectly fine depending on the temps it is hitting...

If you're not intending to overclock and the computer is going to be in a normal environment, the stock HSF is perfectly acceptable. Probably 95%+ of computers are running on the stock HSF anyway. Only the hardcore/diyers would even dream of changing out the HSF.
