The game starts out really slow. I haven't got into it myself even though I tried but I hear that Monster Hunter Tri takes about 10 hours to even start getting into the good parts of the game so it's definitely not a game that you just pick up and play right away.
I'd rather personally not waste the ring slot, as for the dlc I haven't started any of it yet due to me wanting to rather wait until all 3 packs are out for me to jump into it.

Extremely easy way to beat the dragon is to use gowers ring of protection and just run away from his breath even if hit, it will not be fatal. I beat him that way on Ng+6 in about 5 minutes that way using a lighting buffed black dragon greataxe. (still hit for about 500 dmg per swing)
Yea binoculars are fixed as well as the parry roll speedup glitch so you shouldn't be able to clip through terrain now using exploits and if you do you should fall to your death.
