    Between those two I'd go for the 65W part, though personally I'm going to have to try pretty hard to talk myself out of just going for a 6700T + Strix Z270I and instead wait for ryzen ITX and maybe lower TDP parts.

    If we round up and say the 1070 is 160W (source), and you get the E5-1650 v3 (~140W), that only puts you at 300W so the SF450 should be fine.

    The thing you need to keep in mind with that board is that it's a narrow ILM 2011-3 socket, I'm not sure any of the coolers you mentioned will actually work on that. Have you checked the datasheets for compatibility? I'd check for you but I'm at work right now. was able to grab this picture...
