I decided to tap into my considerable brain power... so I started up the server without disconnecting anything and used the multimeter by shoving the prongs down into the 3.3V rail from the top-side of the 24-pin molex while connected to the motherboard and powered on. The reading was almost...

Thank you for your responses! I have a couple options to check out... and I may first start with the back panes. Since that server has run rather well for 3 years, and since I'm seeing the same results across two motherboards and PSUs, it makes sense that there could be a problem elsewhere...
That crossed my mind... but I don't know how...

About 3 weeks ago my Areca raid cards started beeping and alerting about being under-voltage on the 3.3V rail... which was right around the same time I added a second Areca card (to separate the backup array). Also, just a week earlier than that, I purchased the last few HDDs to fill up the box...
