EW2740L is fairly similar but is able to dim lower than the ES. Both according to reveiws and my personal trial of it. Might be an option. Not sure about the newer EW27xx models tho. Ought to be the same since the input layout havent changed.
VA is a bit hit and miss. Either you're a person who swear by them or you dont like them. Its worth a try perhaps.
Dcode's suggestion about PB298Q is probably the closest to your reqs. The only other ways to go IMHO is either the QNix/X-Star route or a low budget 23.6" IPS panel like U2414...
Only usable way to find brightness range is to read reviews which test properly.

Monitor might use a different preset mode with 75hz. Use custom color mode and edit the red, blue and green until you're satisfied with the colors maybe?
Thats a misunderstood rumor. 75hz problems used to be relevant for some types of CRT monitors. Even so, 75hz was always better than 60hz for eyes/brain.
