    Ok it seems that turning off speedstep has helped as I'm not seeing the drop as low as i was before. cpu is still getting rather hot in a prime95 test at this clock speed and power so i may need a better cooler then stock.     i had tried to test cpu load at one point by playing with 2 monitors on and gpu-z and task manager open to monitor gpu load and cpu load and i wasn't going over 30 on either when still dropping fps below 60. also didn't notice an fps change by having the second monitor running.
