Guys use JSGME for mods and add texture/sounds and Bug fixes from here. You can install other mods of course but those two are perfect for me until now (just finished Army Warehouse and heading back to bar to help Petrenko).

You can play with Turbo Ratio Limit and Turbo Power Limit too.
LE: also check in Windows Power scheme that Minimum processor state is 100%. Sometimes Windows interferes with BIOS settings.
