It took me awhile to figure it out too.. End up doing a compete reinstall of Windows10. Had it working fine, then started updating Windows and the problem returned. I had no problem uninstalling the update using windows update. It uninstall the update the first time I did it.
According to Intel the max CPU voltage for that chip is 1.400V. If I were you I would be lowing the CPU voltage.

I would go with a after market cooler. They are not that much money [ especially after you spend $500.00 for a CPU ] and cool a lot better. The Thermalright True is the one I would get and buy a 120mm fan for it. Make sure your case has good air flow also.
