Worse is it seems to degrade the processor over time and they get worse and worse. Eventually it's basically unusable under any kind of load.

I know that issue and it was a pita finding the specific GPO settings to make it behave like you'd expect. PM me and I can retrieve me settings for you if you care haha

Could be but Nvidia has been working with Microsoft internally on it for 2 years now. So I expect it's an evolution or forking of the Streamline program.
