Yes, I even tried this on a fresh install of ESXI, before creating a VM (on the host level).
On Host -> Configuration Tab -> Advanced Settings -> I get this message:
"no devices currently enabled for passthrough"
I then click EDIT, and I see all my devices, the box on each device is greyed...
