If you're on windows, you can set the manual fan speed with MSI Afterburner.
If you're on linux, you can use this script from github after you enable coolbits.
I'm not sure about OS X fan speed control.

If you're lucky with a 240v socket, 120v sockets are more common in homes. You can hook 2 1.5kW power supplies to a motherboard if you only have 120v sockets (15A).
However, the 2 PSUs probably won't fit in that case as suggested by ChristianVirtual.
You're probably looking for the x16 riser with Molex power cable. The molex is necessary if you're going with 4+ GPUs, which allow the GPU to directly draw power from the power supply.
If you're serious about putting all that stuff in a case, you'd need a Corsair 900D (or a seriously big case)...
Investing in several 750Ti GPUs might not be the best idea once nvidia refreshes their GPU products later.
You also need a case to hold those GPUs, it can get quiet messy with all the wires dangling.
If you had your own web server hosted at another location, that can work too. But imgur does the job just fine, although links can break after a long time.
I got 414 PPD (I can't check how many PPDs I got for each WUs) for submitting 2 Core_A4 WUs in around 40 minutes (I used a different computer :P).
Update: I got my first 10 WUs done, seems like the CPU WUs did the job Grandpa!
I can already imagine PPD deflation within the next few months. :(

LOL, those fans sure are loud. I don't think I can drastically improve the air flow in my desktop. The thing is I want my CPU to last me for a while, so I've held off overclocking.
Also, I've tried running fah6 on linux and I got :(no response:( from the server. I really liked my console...
