SSD (Crucial M4 64GB) decided to fail on me this week. BSOD with 0x000000f4 errors and apps crashing all over the place.

My guess would be a change of architecture and they're Celeron spec CPUs. Dad's machine I built had a G530. Reasonably quick but not a big step above the Turion. I'd expect maths processing would be a lot better though so multi threading and transcoding on the CPU would be a lot more achievable.
Check with a power meter, picoPSU will normally handle most everyday PC tasks, bear in mind that your biggest power drain might be during boot or when at full tilt in a test situation.
I'd be surprised if 90W picoPSU couldn't accommodate your setup but do bear in mind the cost ramps up for...
I stand corrected! Although I've only tried Windows 8 (with OracleBox) and Ubuntu (with VMPlayer) both on top of Windows 7 Ultimate, so I'm no expert but neither gave me the option of assigning 2 cores (or so I thought!)

So next logical step for troubleshooting is to test the enclosure & eSATA card in a different PC.
If that PC can only see 7 drives, then RMA the enclosure as faulty/not fit for purpose, or take the hit and just give up one of the 8 drives.
