1. It's App.dmg (not .exe). And, well, yeah. Make an alias of the app icon on your desktop.
2. There is none... Why should there be? Mac windows just weren't meant to be enlarged any bigger than they need to be. The green button makes the window as big as it can go as far as fitting all...
Yeah... It's pretty pathetic how Microsoft is handling Vista ($40+ billion company)... Which is why I recently switched to Mac with an Intel-based 20" iMac :-).
