I know I am quoting myself. But I figured the problem out. Turns out it was caused by shadowplay. I run shadowplay in desktop recording mode, for WoW which I play in fullscreen borderless. Running shadowplay in fullscreen only mode eliminates the problem, as does turning it off. I guess...
I can do that just fine, it just feel's wrong to have that much stutter when moving windows around. If it's a nvidia driver issue, have you seen the problem "go away" with certain drivers?
