have you taken a look at the pioneer VSX-1018TXH-K receiver? Excellent features for the price point. Check out reviews over at avsforum.com (there comparisons to the avr-254 and many prefer the pioneer).
personally, I am a fan of the antec. I had a silverstone case for my last HTPC build. It looked nice on the outside, but it was a real pain to upgrade / swap parts out once everything was installed.

i used to use a ATI tv wonder usb 2.0 and dscaler. Just google the settings for dscaler, and your good to go (pretty much disabling everything, and enabling 3:2 pull down I think - check that though). I had zero lag.
