Hook it up to another monitor and see if it does the same. If it's the T240HD, take it back to the seller and get an exchange. Call Samsung for warranty if you past the return period from the seller. They can probably help you better with a close up look than pictures you can provide online.

If you don't care for tv tuner, then the NEC EA231WMi (ips) and the Samsung XL2370 (tn) would be better choices, imo. But if a big screen is priority number one, either Asus VW266H or T260HD is fine.

Why would they compare IPS to a TN panel? I guess most panels are compare to CRT because CRT produced better colour. There's no point using TN panel as a baseline for different IPS panel comparison.
