In a same way you access one LAN from another. You need something that will route packets between them. Either router, managed switch, computer with multiple NICs connected to both and configured for routing, etc.
I have to second that. I'm running one XS708T for years, and acquired XS728T yesterday to replace multiple switches (10G and 1G) with one. Zero issues in all this time, running copper and fibre.
For the last 4-5 years I'm running EnGenius ENH500 (the original one, now they have ENH500v3). It sits outside of my house transfering video of 3 Dahua security cameras to the inside Wi-Fi AP. 4 years 24/7 and not a hiccup. Maybe it's worth checking, if you can find one.

Yes I have USB connected. Logitech web camera and Yeti microphone are plugged in. I don't know if USB is powered when Windows shuts down. I'd have to guess not, since Yeti has red LED and it blinks (mute) when Windows sleeps, but it's off when Windows shuts down.

When Windows puts monitor in standby mode, according to Kill-a-Watt, monitor draws 5W (fluctuates between 4.9W and 5W).
