Moved to Vista, internet speed drops

Hey, so I just gave my bother my old computer and threw a copy of Vista Enterprise on that I had and it now downloads wont go any higher than about 60kbps. Bandwidth tests come up as being around .5 Mbps, the DSL modem/router combo says its connected at a bit over 3, and it works fine on the other computers in the house.

Any idea on a fix for this? ive tried turning off unused whatevers to no avail. Drivers are all up to date.

wired. Ive tried all the obvious reset, driver, etc.) and a few random things ive found around google searching but nothing has helped thus far. downloading still hovers around 60 where it used to be more like 300kbps
