Low FPS ShadowPlay recordings when GSYNC is enabled. Driver version - 545.84

Problem description: Gameplay recordings using ShadowPlay are ~21 FPS when GSYNC is enabled.

- GPU processor: NVIDIA GeForce RTX 3080 Ti
- Driver version: 545.84

I also did a clean install of the drivers, but the bug still persists. This was not an issue prior to updating to the aforementioned driver. If I disable GSYNC, the records are back to 60FPS.
