KGPE-D16 no boot with M1Z3-6760P3V PSU

I have a chenbro RM31616 with a 760W Zippy PSU with has 24pin + 8pin + 4pin. Using either a 4pin molex or P4 power to 8pin eps adapter the board wont boot. I know the PSU is good, I just removed a running S1155 system from the case, and I know the board is good, I tested with a CX430 using the molex adapter.

Is there any reason for this not to work? Or, any other ideas to try out? TIA I have posted in the multi CPU subforum also.
 
I have found it has something to do with SMBus. After leaving it unplugged all night It booted once, then I plugged in the SMBus header and neither board will boot. I am going to get the remote management chip, which I read later enables the SMBus on this mobo, and see if I am still having the problem.
