Is Ultimate Boot CD still the best, or is there a better USB tool?

Doing a laptop reinstall and looking for a USB boot tool also with a disk partition manager like MiniTool's Partition Warzard.
Was wondering if Ultimate Boot CD is still good?
 
Plop Boot Manager is pretty good, but I don't know how well their partition tool works. Probably basic, and seems to only support MBR anyway.

Edit: PBM6 is under development, and the efi version has support planned for gpt formatted disks, not started yet afaik. Looks like he's mostly working on Plop Linux right now, and working on the boot managers when he feels like it.

What, make a USB Partition Wizard stick? I thought they made it, along with the disk cloning feature, a paid service now.
I'll see if I can rip the iso from the library PCs when I get a chance.
they might have, but i misread. thought you were saying your drive is dead so you cant make a disk, whoops...
