After I replaced the original Delta's on the back of it with quieter CoolerMaster Dual BB units it went from an 8 down to a 4.5 or so. The 1U heatsink fans still scream a bit, but not too bad.
 
Are those standard 1U Socket 940 heatsinks? Do you know if regular desktop style heatsinks would fit? I have like three million of those at home from my stint at AMD...
 
They look like it. Only 1 socket is covered by the 12-bay backplane and it's awfully tight, but a 1U HSF should fit fine. The existing fans are low profile squirrel-cage units that blow to the side rather that up/down.
