Friend Building a Gaming PC

Hey guys. After hearing the success story of my Gaming PC, my friend says he wants to build a new computer. He currently runs an ancient P4 Optiplex GX620 with 1GB of RAM. He wants to get into gaming just like me after I told him how big of an improvement it will be over consoles.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
He will mostly be playing BF3 and Metro 2033, but does like D3, Skyrim, and Emulator games; also for web browsing, and watching movies/videos.

2) What's your budget? Are tax and shipping included?
His budget is roughly $1.5k, give or take $100. Tax and shipping not included.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Dallas, TX.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, MOBO, PSU, RAM, SSD, GPU, CPU Cooler, Case, Motherboard

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Keyboard, Mouse, ODD, 1080p monitor, speakers, and headset.

6) Will you be overclocking?
Yes, he will.
7) What is the max resolution of your monitor? What size is it?
1920x1080; 23"

8) When do you plan on building/buying the PC?
A few days.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
He doesn't need RAID, Firewire, CF or SLI, but he does need SATA III for SSD and onboard video.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

He has a copy of Windows 7 Home Premium 64-bit.

I came here for advice since you guys give much more detailed advice than other forums like Tom's Hardware or Anandtech.

I thought the GTX 670 used less power, so would a 550W PSU not be good to get? Like the NEO ECO 520W?

What is the difference between the Hyper 212 EVO and your CPU Cooler?
 
Not really. It's an older drive so it'll actually be slower than 5400RPM Samsung 2TB drive that J Macker listed.

Yes. Your friend has a higher budget than most of the builds here so I figured might as well recommend a larger and therefore more expensive PSU.

What is the difference between the Hyper 212 EVO and your CPU Cooler?
The TRUE Spirit 120 cools better.

They'll be in full effect this weekend. Micro Center has already posted its August catalogs on its website.

NewEgg has a few deals out now, but better ones will arrive next week.

You'll get it anyway as you won't want socket 2011. An odd request none the less.

As someone already posted

i5, z77, gtx 670, and a good 80+ psu a bit over 500w are the main thing's I'd recommend.
