I can't even imagine how much one of these would cost, much less how many years of my tax dollars it will take the government to buy one of these.

Why's it so hard to imagine the cost? Just find a unit price for SLC flash and multiply by a thousand or so. So... more than $5000, less than $30000. I can think of lots of worse ways for an IT dept. to spend 30 grand.
