F@H - Duh...
7Zip - I noticed a lot of people saying winrar and winzip. This does both formats, is open source, and is free. Winrar and Winzip are not.
Notepad2 - I like Textpad, I don't want to pay for Textpad, though.
Putty - SSH, SFTP... Been a long time since I've used an unsecure telnet.
Daemontools - Everyone needs CD imaging

Under Windows, in no particular order:
  • Vern -- virtual desktops
  • StrokeIt -- ubiquitous mouse gestures
  • Firefox -- obvious
  • foobar -- audio player for those who are sick of audio players
  • Cygwin -- can't live without a decent command line

Honorable mention:
  • PuTTY -- tiny SSH client, more convenient than Cygwin's cmdline client
  • Beyond Compare -- amazing directory and file diff software
  • Vim -- the one true text editor (can be installed with Cygwin, or it'd be in the above list ;))
  • Process Explorer -- a better Task Manager
  • Inkscape -- is to Illustrator as Gimp is to Photoshop, only better
  • X-Setup -- X-focus and so much more

There are others -- Trillian, Apache, ZoneAlarm, AudioMulch, Photoshop -- but these are some of the basic must-haves for me.
 
I forgot about Power Archiver V6 I does all formats...and it's the last version that was free...
