XP won't remember progam, IE, or any settings

Ok whenever i change any setting in internet explorer it will not do it. I can't change the start menu settings and any program that i start acts like i never have used it before. I think it has to do with me not being able to change the registry. I turned of xp firewall and i am logged in with an administrator account. thankx. EDIT Is it possible these features won't work because i have xp installed on a FAT32 file system???
 
After a week i finally figured it out on my own. I had to right click on the registry keys and enable the PERMISSIONS. What stupid BS. Anyone ever heard of this before?
