XP: My Network Places "Not Responding" refreshes Desktop icons

Lately when I try to open "My Network Places" it freezes and stop responding. When I CTRL-ALT-DEL to close the window my desktop icons disappear for a few seconds and reappear rearranged in a different order. Very annoying.

Any idea why either/both issues may be happening?
 
You've probably got a network resource which isn't responding. A persistent connection to a device or location that isn't available anymore. That will "hang" that window open as it tries, and tries, and tries with all its might to reconnect to that resource. It will eventually time out, but IMO, it takes too damn long for Windows to realize that.

When you kill it from the task manager IIRC, you're killing the explorer process as well which then takes your desktop down and when it is redrawn, voila, based on your user profile settings for icons, you get reordered icons.
