Are the Xeon 800fsb 1mb cache prescott based?

Hence, do they have the same performance penalty compared to Xeon 533fsb 1mb cache due to the longer pipeline?

I am seeing that they are lower priced compared to the same Xeon with same cache but 533fsb.

Yes, and yes.
 
Find a pair of Xeon 533FSB M0 stepping, 2.4GHz or less, and you're damned near guaranteed to be able to run them at 800+FSB on a 875 based board like the Asus PC-DL. At max multiplier too, with reasonable cooling and the right components.
