X99 Classified Issue

So I just received my second RMA from EVGA. My first RMA arrived with what seemed like messed up SATA ports or controller. The second replacement came in, and after putting it in the case and plugging everything, it wouldnt power on properly. First time I attempted to power it on it turned on for like 1 second before shutting down. After that it would not turn on, while it would continuously pulsate the light on the internal power button as well as a small white led on the board every 3 seconds or so. The pulsation wont stop unless I unplug the board, and even then it takes a few minutes of being unplugged before it stops. It was late so had to go to sleep and I was not able to really troubleshoot much I am thinking possibly there is a short, but I was curious if anyone possibly had a similar experience.

Well I got a 3rd rma which has worked out fine. Evga customer service is great
