If you search for an E3C224D2I or E3C226D2I on Ebay you should find what you are looking for.

Have you looked at Asus H110T? I have one running in Silverstone PT13 thin ITX case (I'm running W10 on it for my daughter's touchscreen PC). Only PIA is it only takes in 2242 or 2260 m.2 which are more expensive than the typical 2280 ones (you can also use regular 2.5 SSD as well). I've seen a few floating at ebay for ~$50. Also gives you an option of running in thin or full ITX case - which might be a better option if you're building a firewall.

As dual nic motherboards limit your range of motherboards, it might be easier to just find a standard mitx board and add in a dual port nic like this one:

Did not realize dual port NIC's could be had for that price.

Edit: Now see if you can find even a single port 10gbe NIC for a comparable price :p

Edit: Copper, not SFP+. I don't want this to be too easy haha

If dual 10Gb is the objective, I don't know if that even exists on an mitx motherboard anywhere. The NICs aren't too hard to come by including SFP+s:
