WTB $200.00 shipped 1070, no blowers, paid with PPal goods and services. Yes.....I know, not a chance but had to give it shot.

Will be happy to take a 1080 even if a blower:)

Seriously though the 1070 may be doable. eBay. Look hard for but now dumps. Preferably on a coupon day. Deals to be had!
 
In terms of the combo

If you live near a Microcenter you can pickup a Ryzen Build around that price point

The Ryzen 5 2600 is $149.99 plus $30 off a motherboard (that would make the ASRock B450 Pro4 $29.99) and you can get 8GB of RAM around $69.99
 
Thanks but in Maine you would have better luck trying to by vacuum tube Tv's than a Microcenter.
