I think that my download speed is capped to max 200kb/sec. Anyone know how to turn off that limiter and let me download at my usual 800kb-1mb/sec download speeds? I know how to use the regedit so can anyone tell me where to go?

Not until you provide more information on your setup, how things are connected, routers if any, etc.
