I'm considering installing Windows Vista (Ultimate) on my Dell 700m, is it going to be ok or is it going to be slow as hell?

768 mb ram.

80 to 100 GB hard drive (upgrading it).

1.7ghz

you will want more ram.

i am currently running vista business on a toshiba portege r205.
1.2ghz pentium m ulv
1.25gb ddr2
40gb 4200rpm 1.8"hdd

it runs just as fast as xp. i also put in a 1gb sd card for readyboost, which was a HUGE improvement.

Why would you run vista on a machine that slow, both of you. Do not bother upgrading to vista on a machine with 1 gig of ram,it will run much better on XP. Is there something appealing on vista that you must have? I doubt you're needing DX 10 support. Just my 2 cents.

I run Vista on 1GB of RAM quite nicely, thank you.

You know there are other reasons to invest in an OS (and more generally, a computer) than gaming.

Then you obviously have never run it on a good system :p . There's a diffrence.
