Windows Task Manger Problem

Every time i press Ctrl+SHift+ESC or CTRL+ALT+DELETE the taskmanager flashes and goes awa. Its very annoying and i cannot stop processes from running.

ANyway to fix this, thansk so much!
 
thanks for the advice, it seems to be staying up now

I like that ATP program also
