Windows second screen issue

I use HDMI audio to a receiver. So it acts as second screen. But the problem I been having is when I turn my monitor off for the night. Then wake up, turn it back on. All my windows are the size of my HDMI audio screen.

And today I had the task manager opening up on the HDMI screen, instead of the primary.

Anyway to fix these issues?
