Windows Backup question

I'm using Windows 7 backup to store system images to a hard drive. I have it on a schedule to go every week, and on the backup settings screen it gives me a warning saying that the drive doesn't have enough space to store a system image so previous versions may be deleted. This is just fine with me; however, it end up just not backing up the image. Any idea why it won't overwrite, and how I can force it to?
 
I don't know how you set up the backup but from when I've used it, the process has always been strait forward.

Set up the backup and check the box to include a system image, then set the schedule. It should incrementally backup data but not the system image. To restore, you first restore the image, then you will be prompted to restore data from the incremental backups. As far as I know the system image will not be backed up incrementally. You have to run a full backup again to grab a new system image if you have changed enough that you don't want to go back to the first one.
