Just upgraded today (fresh install). I've tried running the installer a few times, even rebooted into safe mode and ran driver cleaner. When the nvidia installer finishes it says "This system was not modified". Totally confused.

I am trying to install the Win7, 64bit version on my GTX275.

Did you try installing the driver from safe mode though (because you said you ran driver cleaner in safe mode...)? I had that problem in Vista, and the only thing that worked was installing the driver from safe mode.

Tried a different driver? Tried turning off UAC? Make sure Windows Update wasn't making modifications that could block it?

This is long overdue, but just incase someone else gets this...

I couldn't figure out any way around it. I uninstalled/reinstalled the video drivers countless times. It just got to a point where looking at the video card in system profile showed blanks instead of the manufacturer, model, etc.

I didn't try re-seatting the card (which might have helped) but I did a fresh install of Win7 which solved the problem.
