Would it be safe to assume that this copy is also contains the full version as well just like Vista?

Every 'Upgrade version' whatsoever of Windows has always been the full installation, just like you get from the more expensive 'Full install' version. 'Full' and 'Upgrade' refer only to the method of installing it. It doesn't mean that one contains more than the other. And every 'Upgrade pack' of Windows has always been usable to perform a clean install of Windows, as well as an 'over the top' upgrade install of it.

You're kinda barking up the wrong tree in thinking that one somehow has 'more' than the other. They just differ in the way you perform a clean install. With an upgrade pack you gotta verify that you have an earlier version of Windows if you wanna clean install. That's all.
