Windows 7 Logitech Mouse center scroll click function

I am at my work computer now and I'm having trouble fixing this.

Before I installed my OS that was how it worked (the scroll button would open up a hyperlink in a new tab when I clicked with it, as well as had as simple up down autoscroll function that that neither the universal or autoscroll functions look like), but I cant seem to be able to do that now. I have a logitech mouse so I'm looking at the options from the scroll wheel in setpoint, neither universal or auto scroll are the type of scroll I had before, and the click function doesnt seem to be setable.
 
apparently not, because it's not doing it. also the scroll is 4 ways and doesnt work as well or as smoothly as the basic two way one I had before.

Not sure what to do.
 
ok clarifiction, I seem to be having this problem just in chrome, in IE it's fine. However, when I had vista on my other computer and not windows 7 like I do now, Chrome had the same type of scroll and tab click functionality.
