Windows 10: Transfer License to New Build?

I plan on building a new rig shortly, but I want to buy Windows 10 sooner and use it on my current PC.

I heard that an OEM license is tied to the hardware it is first installed on, whereas if I purchase a retail license I can transfer it to any new PC I may use in the future - provided it is not installed on multiple PC's simultaneously.

Is this true?
Is there literature from MS to prove it?

Yes that's correct - that's how OEM / Retail licenses have always been, and still applies to purchased versions of Win10.

Not sure if it's the case with Win 10, but I have an OEM copy of Win 7 and when I upgraded my entire rig and did a clean install, I just had to call the automated Microsoft line and got it re-activated....
